Over the last three decades, the family planning program in Nepal has made steady progress. From 1976 through 2006 the contraceptive prevalence rate (CPR) rose from less than 3% to 48%. Over the same period, the total fertility rate (TFR) declined by more than half from 6.3 in 1976 to 3.1% in 2006. The preliminary findings from the Nepal Demographic and Health Survey 2011 shows CPR to be 50 % for all contraceptive methods and 43.2% for modern methods. Although CPR plateaued between 2006 and 2011, TFR fell from 3.1 to 2.6 during the same period.

NFHP II, USAID supports the Ministry of Health and Population (MoHP) strengthen FP service delivery and implementation of innovative approaches to enhance the quality of and increase access to FP information and services especially by those in rural and marginalized communities. For example, NFHP II helped the MoHP pilot satellite FP clinics and strengthen postpartum family planning services at high volume delivery sites. On the demand creation side, NFHP II supports the District (Public) Health Office to mobilize and provide orientation on FP to female community health volunteers, health facility operation and management committees (HFOMCs), and other community members. In addition, NFHP II supports the integration of FP activities with the LLS and HFMSP programs in select districts.

At the central level, NFHP II supports the Family Health Division (FHD) coordinate with stakeholders working in the field of reproductive health and assists in the development and revision of policy, program guidelines and standards/protocols. This includes the National Medical Standard (NMS) for Reproductive Health for Family Planning, Volume I, postpartum family planning program guidelines and myths and misconceptions on FP methods. NFHP II also supported the FHD to prepare the guidelines for the conduction of satellite clinics and helped draft a chapter about satellite clinics in the NMS Vol I.

NFHP II also supports the MoHP provide FP in-service training. To improve the quality of family planning counseling and services at the district and health facility level, NFHP II carries out on-site coaching, support visits, joint planning and training in coordination with the National Heath Training Center (NHTC).
